SociWeb Libre is free software under the GPL. You download it, install it and use it. It doesn't expire, it doesn't ask for a card and it doesn't phone home.
You need a website built on Joomla 6 with PHP 8.1 or later. Joomla 5 and earlier won't work, and the installer stops and tells you so before touching anything.
It has no fees, SEPA direct debits, shop, payments, lottery or mass email. They aren't crippled: they simply aren't in the package.
